What survives the conversion

A file conversion is a translation, and formats do not carry the same things. Here is exactly what moves from DWF into SVG, and what does not.

Geometry	Kept	Both are 2-D vector formats, so the line work transfers as line work: lines, polylines, arcs, circles and filled regions stay editable geometry rather than becoming a picture.
Colors and materials	Kept	SVG carries full color, which is at least what DWF stores, so the colors come across.
Layers and structure	Dropped	SVG is a single flat body with no layers or named parts. Everything merges into one object. If you need the structure, export to DXF, DWG instead.
Units and scale	Dropped	SVG has no unit system. Coordinates are written in the drawing’s own units, at 1:1, so measuring works as long as you know what those units were.
Text and labels	Kept	Text stays live text in the SVG, selectable and searchable, with its font family, weight, size and rotation. It is not outlined into paths.
Fills and effects	Kept	Fill colors, linear and radial gradients, dash patterns, line caps and joins, group opacity and clipping paths all map onto their SVG equivalents, because that is where most of them came from.

What the SVG writer emits: From a 3-D model: the same visibility pass as the vector PDF, written as SVG paths, with hidden lines clipped. From a drawing: a direct translation of the line work, keeping strokes, fills, gradients, dash patterns, clipping and live text.

Your file never leaves your computer

Both the DWF parser and the SVG writer are JavaScript and WebAssembly running in your own browser tab. There is no upload step, no server-side conversion queue, and no copy of your file anywhere but your machine.
