What survives the conversion
A file conversion is a translation, and formats do not carry the same things. Here is exactly what moves from WMF into PDF, and what does not.

What the PDF writer emits: Two buttons: a snapshot PDF of the current view with caption headers, and a true vector PDF. The vector one re-projects a 3-D model as editable line work with hidden lines removed, and writes a 2-D drawing straight through as native PDF vector objects with its text still selectable.
The source: Windows Metafile (.wmf, .wmz)
The picture as vector lines, fills, text and embedded bitmaps, replayed record by record from its 16-bit records (or from the EMF a converted WMF carries), on its own page at its own size in millimetres. A compressed .wmz opens the same way.
